The Organization of lbero-American States for Education, Science, and Culture (0El) is the largest multilateral cooperationorganization among Spanish- and Portuguese speaking countries in lbero-America. Founded in 1949 and headquarteredin Madrid, the 0El works directly with the governments of its 23 member countries, designing programs and projects tostrengthen public policies in education, science, and culture.Currently, it has 19 national offices, in addition to its General Secretariat in M
