In light of those challenges, the OECD convened an informal, multi-stakeholder reference group in 2022, that brough together development experts from the Network on Development Evaluation (EvalNet) of the Development Assistance Committee (DAC), the DAC Results Community and the OECD’s development innovation peer-learning group, known as the i32 group. This reference group set out to develop new policy guidance to support decision-makers in DAC member organisations to integrate scaling int
