The first session started with a framing discussion on how to define AI. The group consensus was that a shared, appropriate definition of AI is necessary to properly scope regulation and to inventory federal AI use. This tied into oversight of government’s use of AI, as the group weighed the benefits of a preemptory regulatory regime that defines the scope of regulations up front, versus a more flexible approach that can adapt as the technology evolves. Some in the room drew the comparison to
