This paper has highlighted the limits of the one stack approach that has prevailed in earlier generations. Instead, we are proposing a paradigm shift in how radio protocols are designed by relying on a dual stack approach, with a first stack hosting control plane functions and optimizations for low bitrate services, and a second stack optimized for parallel processing with the notion of radio processing units.
