Citizens worldwide increasingly expect to be able to carry out essential tasks online, whether they are completing their taxes, applying for benefits, or accessing local services. This expectation has only increased as a result of the pandemic, which saw many businesses expand their efforts to reach customers digitally. However, when Deloitte interviewed government officials from over 70 countries in 2021, it found that—while 82% saw digital technologies as an opportunity—nearly 70% felt they
