ECDC has described preparedness as a continuous cycle of planning process, identification and prioritisation of risks, training and simulation exercises (SIMEX), after-action reviews (AAR), evaluation of lessons learned, and implementation of the required organisational actions and changes. As a concept, defined by the WHO Global Preparedness Monitoring Board (GPMB), preparedness is having the knowledge, capacities and systems in place to reduce vulnerability and enhance resilience in a socie
